What are the income ranges for the affordable units?
The income ranges will be mandated by HUD and will be updated annually. Currently the income range is from $16,594- $57,780 (established by HUD, updated for 2012)
Single Person:   $16,869 – $41,100 8% would qualify at $16,869 with 72% at $41,100
Couple:             $16,869 – $46,980 8% would qualify at $16,869 with 72% at $46.980
Family of Three: $19,509 – $52,860 8% would qualify at $19,509 with 72% at $52.860
Family of Four:  $19,509 – $58,680 8% would qualify at $19,509 with 72% at $58,680

Weld’s team didn’t fight the locals on housing because their first priority was spurring commercial development and replacing jobs lost to the base closure. A master development plan that Harvard, Ayer, Shirley, and the Land Bank agreed to back in 1994 envisioned Devens as being dominated by manufacturing, office, and research space. Zoning arising from the 1994 master plan was written into Devens’ governing legislation. It capped housing at 282 units. The Reuse Plan states in the Housing and Community Facilities section: "A housing plan based on market research and public input was developed to best determine  the role of housing in the Reuse Plan.  Of the existing 1,700 units, it was determined that a maximum of 282 units of housing, primarily existing units, should be accommodated in the Reuse Plan based on a series of factors including regional needs, projected demand, projected and potential negative fiscal impact on the host communities and on the off-site housing market."
